local-pin-init - preferences file for apt
This file has been created before the upgrade of the webdb server
from Debian 7 (Wheezy) to 8 (Jessie) in order to avoid replacing
the init system with systemd. We have been unable to test a full
systemd setup on the test2.cacert.org server due to LXC issues,
therefore we need to avoid it on the production server too, at
least for the time being.
